Is Moon.com available in France? No, and Moon says so itself

Short answer: Moon.com does not serve France. France is one of the 43 jurisdictions named in the restricted list in Moon's terms of service, and Moon applies that list at sign-up and verification. This page explains what the restriction means in practice, why an offshore operator excludes a market, and what the position is if you are a French reader who found Moon through a friend or a feed.

What Moon’s terms say about France

Moon’s terms of service contain a list of restricted jurisdictions, 43 of them at the time of writing, and France is on it by name. The terms go on to say that Moon does not hold local gambling licences in the markets it excludes and will not serve users located there. That is the whole of the official position: no French licence, no French service.

The list is applied at registration and again at identity verification, when Moon asks for a government ID and a proof of address. A French document at that step is the point where an account from France stops.

Why an offshore operator excludes a market

France regulates online gambling nationally through the Autorité Nationale des Jeux, the ANJ, which licenses online sports betting, online horse-race betting and online poker. The ANJ’s own guidance states plainly that online casino games are not authorised in France at all: there is no licence category for them, so a house-banked product like Moon’s Up/Down betting has no path to a French licence in the first place. Moon does not hold an ANJ licence, and its terms exclude France rather than seek one.

Excluding a market is also how an operator keeps its own licence clean. Moon is licensed by the Anjouan Gaming Authority, an entry we verified on the regulator’s public register and documented on the licence page. An Anjouan licence does not authorise Moon to take customers from a country that regulates online gambling itself, so the restricted list is Moon staying inside its own permissions.

What this means for a French reader

Three plain consequences.

You cannot open a Moon account from France. Registration may not stop you at the first screen, but verification will, and Moon’s terms let it close an account and hold a review over any funds if a user turns out to be in a restricted jurisdiction. Depositing before that point is money at Moon’s discretion under its own terms, with no French regulator to appeal to.

Nothing on this site is an invitation to try anyway. We are an affiliate; we are paid when readers open accounts. We still say, in plain words, that Moon is not available in France, because the alternative is sending French residents into a product whose terms exclude them.

The play-money mode is not a loophole. It is a feature of the same account and the same terms.

If you are outside France

The restricted list is the authority on where Moon does serve. Moon applies it at sign-up, and the FAQ has the current list. If your country is not on it, the review covers what Moon is, what it charges and how it verifies you, and the safety checklist is the order to do things in.

Will this change?

Operators add and remove markets. If Moon removes France from its restricted list, or obtains a French licence, this page will say so with the date and a link to the changed terms. Until then the answer stays no.

Questions people ask

Can I use Moon.com in France?

No. France is named in the restricted-jurisdiction list in Moon.com's terms of service. Moon says it holds no local licence in the markets it excludes and will not serve users located there.

What happens if I sign up to Moon.com from France anyway?

Moon applies its restricted list at registration and at identity verification, where it asks for a government ID and proof of address. Its terms allow it to close an account found to be in a restricted jurisdiction and review any funds in it. That is not a position to put money into.

Does Moon.com have a French licence?

No. Moon is licensed by the Anjouan Gaming Authority in the Union of the Comoros, an entry we verified on the regulator's public register. Its terms state it holds no local gambling licences in the jurisdictions it excludes, and France is one of them.
